The Village of Richland was established in 1830 and was named after the fertile soil of Gull Prairie. The only traffic light today represents where the village began long ago. In 1870, the Village of Richland was incorporated by Eli Miller who introduced a bill to incorporate the village after he was elected to the State Legislature. Within a year, Charles B.
